The End of obama…
The public has tired of Barack Obama. More and more polling is
beginning to reflect that and, given the latest Associated Press and Reuters
polling, I wonder if some pollsters showing very close races are actually
overcompensating because of 2012.
That point is worth considering first. Having talked to a number of pollsters,
both Democrat and Republican, there are a few good, credible pollsters who
called 2012 right who wonder if some pollsters are overcompensating. In 2012, a
number of polling companies, including Gallup and Rasmussen, got the results
very wrong. They overestimated Romney’s strength and underestimated a host of
demographics turning out for President Obama.
Several pollsters I have talked to, who do not see the closeness
some pollsters are seeing and who called 2012 right, think other pollsters may
be over-correcting to try to avoid their own 2012. In the process, these
pollsters may be getting 2014 wrong. It does seem, at the state by state level,
there are a few races that look a lot closer than they should be — particularly
now that we know Democrats have missed their voter registration targets
significantly in a number of states.
That leads us back to the President.
Two
of the polls that got 2012 right were the Associated Press/GfK poll and the
Reuters/Ipsos poll. According to Reuters, the President is at 61%
disapproval among
likely voters. In the Associated Press poll, 60% of likely voters disapprove
of the President. Further,
the AP poll has the GOP ahead by eight percentage points in the generic ballot.
For perspective, the AP had the GOP ahead by +7 in 2010. Even female voters are
moving toward the GOP.
Most interestingly, while the GOP is not well liked by voters, the
party leads the Democrats on most every issue. Whether national security or the
economy, voters want the GOP over the Democrats.
These are startlingly terrible numbers for the President just as
early voting kicks off pretty much everywhere. With the President’s numbers so
bad and the GOP’s numbers so good, it makes you wonder what is going on in the
state level polling that shows so many races so close. That national polling
trickles down to states.
Perhaps there is some over-compensation and over-correction that
is, ironically, going to cause a lot of pollsters to repeat the mistakes of
2012. There is no evidence that the voters who vote for Barack Obama are the
Democrats’ voters. They are Barack Obama’s voters.
They did not show up for him in 2010 and the hysteria and race
baiting the Democrats have stooped to in these final weeks suggests they know
these voters will not show up for him in 2014 either.

In a
new video, ISIS shows American-made weapons it says
were intended for the Kurds but actually were air dropped into territory they
control.
At
least one bundle of U.S. weapons airdropped in Syria appears
to have fallen into the hands of ISIS, a dangerous misfire in the American
mission to speed aid to Kurdish forces making their stand in Kobani.
An ISIS-associated YouTube account posted a new video online Tuesday entitled, “Weapons and
munitions dropped by American planes and landed in the areas controlled by the
Islamic State in Kobani.” The video was also posted on the Twitter account of “a3maq news,” which acts as an unofficial
media arm of ISIS. The outfit has previously posted videos of ISIS fighters
firing American made Howitzer cannons and seizing marijuana fields in Syria.
ISIS had broadly advertised its acquisition of a broad range of
U.S.-made weaponsduring its rampage
across Iraq. ISIS videos have showed its fighters driving U.S. tanks, MRAPs,
Humvees. There are unconfirmed reports ISIS has stolen three fighter planes from Iraqi bases it conquered.

The pool reporter at the event, however, included a mention of the statement in
her initial Monday night report, and then highlighted the censored passage in a

Obama: US Ebola Crisis Is A Media Myth
President Barack Obama claimed Oct. 20 that the left-leaning
established media invented the Ebola crisis that has deeply damaged his chances
of keeping the Democratic majority in the Senate.
“The Ebola crisis … [which] has been the only story here in the
United States for the last couple of weeks, is not an outbreak and epidemic
here,” Obama complained to his donors at a Chicago fundraiser.
“To give you some sense of
perspective, around 20,000 to 30,000 [American] people die of flu every year.
So far we’ve got one person dying of Ebola.”
Even though the economy is growing, Obama claimed, “people are
still anxious” about the Middle East, Russia’s slow-motion invasion of Ukraine,
the Islamic jihadis in Iraq and the media-magnified fear of Ebola.

Canadian Soldier In Critical Condition Due To Possible ISIS Attack in Quebec
The Prime Minster is refusing to confirm or
deny the terrifying report.
According to reports out of the
Quebec city of St. Jean sur Richelieu, a man went on a frenzied rampage
targeting members of the military after he was heard speaking about the
terrorist group Islamic State, also known as ISIS.
CJAD reported the man entered a Department of National Defense office
late Monday morning and, prior to exiting, spoke to at least one individual
inside about the Islamic extremist network. Upon leaving the military office,
reports indicate he got into a vehicle and struck two soldiers, critically
injuring one and leaving the other with less severe injuries.
After driving away from the
scene, the man apparently lost control of his vehicle, which flipped several
times and came to rest in a ditch. Police caught up with the suspect and fired
on him, striking him at least five times. The unidentified man was
initially hospitalized in critical condition. Subsequent reports indicate he
later died from his injuries.
Local leaders are asking the
community to refrain from categorizing the incident as a terror attack until an
investigation is complete; however, speculation continues to abound that the
motivation behind this hit-and-run was Islamic extremism.
Shortly after the suspect was
shot, the matter was discussed before the House of Commons. So far, Prime Minister Stephen
Harper has only confirmed that he is “aware of these reports”; and police have
been similarly tight-lipped.

Thousands of
federal workers on extended paid leave
Over a three-year
period, the Defense Department put about 8,600 employees on leave for one to
three months, nearly 900 for three months to a year and 123 for more than a

Tens of thousands of federal workers are
being kept on paid leave for
at least a month — and often for longer stretches that can reach a year or
more — while they wait to be punished for misbehavior or cleared and allowed
to return to work, government records show.
During a three-year period that ended last
fall, more than 57,000 employees were sent home for a month or longer. The
tab for these workers exceeded $775 million in salary alone.
The extensive use of administrative leave
continues despite government personnel rules that limit paid leave for
employees facing discipline to “rare circumstances” in which the employee is
considered a threat. The long-standing rules were written in an effort to
curb waste and deal quickly with workers accused of misconduct.
And the comptroller general, the top federal
official responsible for auditing government finances and practices, has
repeatedly ruled that federal workers should not be sidelined for long
periods for any reason.
But a report by the Government Accountability
Office, first made public by The Washington Post on its Web site Monday,
found that 53,000 civilian employees were kept home for one to three months
during the three fiscal years that ended in September 2013. About 4,000 were
idled for three months to a year and several hundred for one to three years.
This is the first time the government has calculated the scope and cost of
administrative leave.
Auditors found that supervisors used wide
discretion in putting employees on leave, including for alleged violations of
government rules and laws, whistleblowing, doubts about trustworthiness,
and disputes with colleagues or bosses. Some employees remain on paid leave
while they challenge demotions and other punishments.
While the employees stayed home, they not
only collected paychecks but also built their pensions, vacation and sick
days and moved up the federal pay scale.
“Six months went by, and we didn’t hear
anything,” said Scott Balovich, who was put on administrative leave from his
IT systems job at the National Oceanic and Atmospheric Administration in
Alaska. “You’re so anxious. You don’t know if you’ve got a job. You’re
getting paid, but it’s no vacation.”
Balovich, who makes $108,000 a year, was paid
not to work while investigators examined how pornographic images had gotten
onto his computer hard drive. He ultimately was cleared of any personal
involvement and returned to his job last week. His attorney, Debra
D’Agostino, a founder of the Federal Practice Group, said he “got stuck in
the inertia of bureaucracy.”
The GAO report almost certainly understates
the extent and cost of administrative leave because the figures examined by
the auditors were incomplete. The numbers reviewed account for only about
three-fifths of the federal workforce since not all government agencies keep
track of the practice.
The Office of Personnel Management rule book
lists dozens of reasons for allowing paid leave, such as donating an organ,
house-hunting before a job transfer and attending the funeral of a relative
in the military. Snow days also are permitted.
But these require only a few hours or days —
not the months and years that the GAO discovered are common at more than 100
federal agencies.
“It’s not authorized by any law,” said Sen.
Charles E. Grassley (R-Iowa), referring to the cases that drag on.
“Bureaucrats are abusing it.”
Grassley, Sen. Tom Coburn (R-Okla.) and Rep.
Darrell Issa (R-Calif.), who chairs the House Committee on Oversight and
Government Reform, requested the GAO report. Grassley is working with Sen.
Jon Tester (D-Mont.) on legislation that would narrowly define the
circumstances in which employees can be kept home. Pay would be limited to a
few days, congressional aides said.
OPM regulations, which govern personnel
practices across the government, say an employee faced with a proposed
disciplinary action “will remain in a duty status” except in “rare
circumstances” when he or she poses a threat to himself or others, is at risk
of stealing government property or jeopardizes “legitimate government
interests.” That rule, which dates to 1980, was adopted on the heels of the
last major shake-up of the federal civil service as part of a push to curb
waste and fraud and make agencies more accountable to taxpayers.
Even earlier than that, the comptroller
general began to make clear that extended paid leave was not appropriate. As
long ago as 1958, for instance, the comptroller general said that an employee
under investigation for wrongdoing “may be relieved from duty and continued
in a pay status for 24 hours or so.” That was the first of a dozen such
rulings issued by the comptroller general since then.
At many private companies, paid leave is
rarely used, if at all, and lasts a few days at most, personnel experts said.
An employee accused of wrongdoing either stays at the office and is
reassigned or is suspended without pay.
“The private sector is focused on operating
efficiently,” said Kathy Albarado, chief executive of Helios HR, a consulting
firm based in Northern Virginia. Many of Helios’s clients are government
contractors that cannot bill the government for salaries if employees are on
paid leave. “So they’re motivated to ensure they’re resolving any dispute
quickly,” Albarado said.
Shortly before Balovich went back to work at
NOAA, the agency official in charge of his case apologized in an e-mail for
keeping him at home so long. “I agree that the process has been way, way too
lengthy,” Jim Balsiger, the regional administrator for NOAA fisheries in
Alaska, wrote to him, saying the case had to be processed through various
government offices.
Balsiger’s deputy, Doug Mecum, said in an
interview: “We weren’t in control of the timeline. People and players above
us were in control.”
A NOAA spokesman, citing privacy laws,
declined to comment on the specifics of Balovich’s case.
In another case, a former acting inspector
general at the Department of Homeland Security was put on paid leave in April
while he was investigated for allegedly misusing his office and soft-pedaling
reports about misbehavior by Secret Service agents. Before he was sent home,
Charles Edwards resigned his post and transferred to a different job in the
department.
DHS spokeswoman Marsha Catron confirmed that
Edwards remains on leave but declined to say how long it will last. Edwards
did not respond to a telephone message left at his home seeking comment.
“Unless you think somebody is going to get a
gun and shoot people, then send them to work,” said Jeffrey Neal, a longtime
federal personnel manager who retired in 2011 as the DHS human capital chief.
“If they’re sitting there, you’re going to be reminded, ‘We have to do
something about Betty Lou.’ ”
There is no law addressing administrative
leave. Brenda Roberts, OPM deputy associate director for pay and leave, said
agencies have used their own discretion in putting workers on paid leave.
The OPM has at times given guidance to
managers across government on how it should be used, she said, adding that
“we’ve always stated it’s for brief periods of time.”

why they sidelined hundreds or thousands of employees for long periods, said
they rely on the OPM for guidance.
“Administrative leave . . . is
generally limited to special situations involving brief absences,” Defense
Department spokesman Nathan Christensen said in a statement. It “may, in
limited circumstances, be granted on an extended basis for situations such as
security clearance reviews, or other due process situations where such leave
is deemed to be in the interest of the Department.”
The GAO found that the Defense Department put
about 8,600 employees on leave for one to three months, nearly 900 for three
months to a year and 123 for more than a year.
In a move rare for federal agencies, the
Justice Department has taken steps to rein in the use of administrative
leave, limiting it to 10 workdays unless the assistant attorney general for
administration approves a longer period.
“It became very clear to us that managers
were putting people on administrative leave because it was the easiest thing
to do,” said Robert Diegelman, who wrote the policy in 2002, when he was a high-level official at the
Justice Department. “Too often it went on forever.”
That’s how it seemed for Hayley Dikeman, a
wildlife biologist at the U.S. Fish and Wildlife Service in Tulsa who was
sent home for six months after she disagreed repeatedly with an environmental
decision by the agency and argued with her supervisors. She said she was
upset that the agency had allowed a company in Oklahoma to lay a utility line
without first studying how it might affect the habitat of an endangered
beetle.
The biologist said she questioned the
agency’s integrity and accused it of giving industry special treatment.
Agency officials said she exhibited “disrespectful” behavior toward her
supervisors, she recalled. She was suspended without pay before being put on
paid leave. “They just didn’t want to deal with her,” said her attorney,
Debra Roth.
Claiming she was a whistleblower, Dikeman
took her case to the Office of Special Counsel, which began investigating
whether she had suffered from retaliation. She said that a separate internal
investigation found in her favor and that she is now back at work.
Jessica Kershaw, spokeswoman for the Interior
Department, Fish and Wildlife’s parent agency, said in a statement that it
had “completed its review and made recommendations for appropriate
disciplinary and corrective actions. Because these recommendations are
subject to further review and negotiations of a privileged nature, we are
unable to comment further.”
Roth, who is general counsel for the Senior
Executives Association, which represents 7,000 government executives, said
the OPM is partly responsible for the abuses of administrative leave.
The “OPM has turned a blind eye to this, and
it’s shameful,” she said. “There’s no sense of urgency.”

varias semanas llevando a cabo una investigación relacionada con lo que hasta
ahora parecen irregularidades ocurridas dentro de la dirigencia del
Departamento de Aviación de Miami Dade, irregularidades que apuntan a ser de
carácter sospechosas y que tienden a beneficiar a íntimos amigos, mientras
que a otros los hacen “entrar por el proceso oficial”, esto es inmoral,
ilegal y debe ser investigado por los comisionados, el Inspector General o
una agencia Federal.

ha solicitado registros públicos, que hasta el momento se nos han demorado,
aun cuando nos ampara la “ley de 119 de Public Records”.
Son
muchas las personas que desde MIA nos envían información, incluyendo personal
de “Aviation Department”, pero debemos primero obtener los registros públicos
que hasta ahora no han llegado.
Estamos
en presencia de otorgación de concesiones sin pasar por el proceso de
licitación, íntimos amigos que consiguen concesiones, sin que existan
documentos por el medio, “cuando alguien solicita una concesión en MIA debe
al menos existir un fax o un e-mail o algún tipo de correspondencia entre
funcionarios de Aviation Department y la persona interesada”, nos dijo una
fuente, sin embargo este no es el caso en el Aeropuerto de Miami.
Desde
el aeropuerto nos llegan informaciones bastante preocupantes que señalan al
Director Emilio González como una persona buena, pero que está llevando a MIA
por un mal camino, implantando la política del “amiguismo”.
Desde
que González fue nombrado como Director del Departamento de Aviación, entró
haciendo cambios a lo que antes había hecho José Abreu, “fue como un elefante
entrando en una locería”, nos dijo una de las fuentes del aeropuerto que nos
mantiene al tanto de todo lo que ocurre en las mismas oficinas del Director.
Poco
después que González llegó a Miami Aviations, canceló el proyectado Airport
City, su administración redujo la idea original, prevista para ser construida
en 33 acres adyacentes a MIA a solo 9 acres, el plan inicial podría traerle
ganancias por medio billón de dólares al condado durante los 50 años que la
empresa Odebrecht lo estaría operando, por su parte González propuso
que fuera el condado Miami Dade quien construya un hotel de 400
habitaciones ya que de acuerdo con un estudio hecho por Miami Aviations,
demostraba que daría un retorno en 5 años de $18.5 millones, algo que se
había tratado de hacer antes por otras administraciones.
Según
funcionarios del aeropuerto que pidieron no ser identificados, este giro del
condado en cancelar proyectos como el de Airport City es peligroso con
futuros licitadores, ya que no tendrán mucha confianza a la hora de someterse
al concurso de un contrato, corren el riesgo de una vez ganado sea cancelado,
y esto haría que buenas empresas no sometan licitaciones, ocurran menos
ofertas, los precios subirán y al final le costará dinero a los
contribuyentes.
Si
a esto le sumamos otorgación de concesiones sin tener que pasar por el
proceso de licitación, que moral hay entonces para que otras concesiones
existentes y futuras tengan que pasar por licitaciones pagando más que las
que el director favorece.
Otro
grave problema que confronta MIA es la deuda que actualmente pasa de
los $400 millones, de acuerdo con fuentes contactadas, aunque cuando
terminen de pagarla en los próximos 37 años la deuda seria exageradamente
alta calculada en miles de millones, teniendo en cuenta que por ahora
solo se están pagando intereses.

Fraga sobre las próximas elecciones:
Las
elecciones del próximo martes 4 de noviembre son de suma importancia para el
futuro de nuestro gran país. No debemos pensar como demócratas ni como republicanos,
sino como americanos. Tenemos que votar por candidatos que representen
los mismos valores que hicieron a los Estados Unidos la gran nación que siempre
fue. Tenemos que tener en mente que los ciudadanos son el gobierno, "We
the People." El presidente, los miembros del congreso y nuestros
jueces son solo parte de ese gobierno y no una entidad que tiene el poder
absoluto sobre cada uno de sus ciudadanos.
Es
vital que cada uno de nosotros salgamos a votar ese día y que nos eduquemos
acerca de cada uno de los candidatos. Lo mismo digo sobre cada una de las
enmiendas que aparecerán en la boleta. Lo importante es salir a votar.
Los
anuncios que estamos viendo en la televisión y oyendo en la radio dejan mucho
que desear. Atacan al oponente pero ellos mismos no nos dicen que piensan
hacer si ellos son electos. Mucho de estos anuncios están llenos de
mentiras y de información totalmente errónea y mal intencionada.
Por
vivir en diferentes distritos, cada uno de nosotros tendremos candidatos y
enmiendas diferentes. También habrá casos en los cuales hay candidatos y
enmiendas por lo que todos nosotros votaremos.
Le sugiero
que consideren a los siguientes candidatos y a las explicaciones que los
acompañan en la mayoría de los casos. También les sugiero que consideren
como votar en las enmiendas y las explicaciones que las acompañan. Pero
cada uno de Uds. sabrá cómo quieren votar ese día.

Rick Scott tomó las riendas del estado en un momento en que el desempleo
estaba sumamente alto y miles de familias tenían sus propiedades en
foreclosure. Charlie Cris fue republicano, independiente y ahora
demócrata. Dice que va a subir el salario mínimo y ésto suena muy lindo,
pero eso es una función del gobierno federal y no el de un estado.
Ninguno de los candidatos son santos pero hay veces que hay que
elegir el menos de dos males.

extiende!!!) Tengan mucho cuidado porque el lobo viene vestido de obeja.

Enmienda #2-Marihuana: No. Ya el estado de la Florida tiene la ley
Charlotte Webb firmada por el gobernador Rick Scott que permite la venta de la
marihuna medicinal a personas que de verdad lo necesitan. Lean lo que ha
pasado en el estado de Colorado después que ellos votaron a favor. Ahora
la mayoria de los usuarios son jovenes entre los 20 y los 35 años. Ya
estan haciendo galleticas de marihuana y hasta un aceite de cocinar de
marihuana. La marihuana es adictiva, afecta al cerebro y es el primer
paso al uso de drogas mas fuertes. Suena muy bonito como no las quieren
vender.

Enmienda #3-Nombramiento Eventual para Ciertos Cargos Judiciales
Vacantes: No. Esta perfecto de la manera que se hace. No hace
falta que cambien el proceso que esta en vigencia hoy en día. Eso le
daria un poder a los gobernadores de poner a sus amigos ya Uds. saben para que.

No. Ya tenemos suficientes bibliotecas y con las que tenemos ellos
tienens problemas asi que como ahora ellos quieren bibliotecas en los parques.

Miami-Dade del Articulo 7: No. Esto es un arma de doble filo.

esta dudoso.Ya tenemos bastantes lugares de alojamientos y para acampar.
Esto impactaria negativamente el medio ambiente de la zona. ¿Quién
sera el contratista y el dueño de esos alojamientos y lugares de acampar?

Enmienda para eximir del Articulo 7 la ampliación de la Universidad
Internacional de la Florida en los predios de la Fería de la Juventud:
No. FIU ya tiene bastante tierra. Ya estan tomando tierras
del otro lado de la Calle 8. Tienen un Campo Universitario en el Norte que
hay que decirle Ud. Quiere tomar los mangos bajitos con el hecho de que
le den esos terrenos. En esos terrenos se llevan a caba muchas
actividades para nuestra comunidad. Pienso que lo mudarian para
Homestead. ¿Cuantas familias pueden ir a Homestead? También FIU ha
hecho muchas cosas en contra de los estudiantes. Cursos lo dividen en dos
sesiones para cobrar más, se quedan con parte del dinero de Florida
Pre-paid,etc. En fin, son un pulpo que lo quiren acaparar todo.

Imponer otro impuesto a la propiedad para cubrir el gasto de construir
una Corte que reemplaze el edificio del Cielito Lindo: No. Ya no
podemos con otro impuesto mas. Si el edificio de la corte esta asi es
porque el Condado la dejo ponerse asi. ¿Dónde han estado los inspectores
todos estos años? Solo piensen lo que le pasaria a Uds. si pusieran algo
fuera de codigo en su propiedad o no cortaran el pasto por un tiempo. . . Si,
le iban a poner una tremenda multa. Recuerden lo que paso con el impuesto
al Jackson Hospital. Ahora tenemos que pagar ese impuesto y el dinero que
el hospital recibia del estado se lo han quitado y se los han dado a otros
hospitales alrededor del estado.
