Conference On Ebola
The Centers for
Disease Control and Prevention has confirmed the first patient to accidentally
carry Ebola to the United States has been diagnosed at a hospital in Dallas.
Four other
people with Ebola — all medical volunteers working in West Africa — have been
evacuated to the U.S. for treatment, but this is the first case in a traveler.
The patient is at Texas Health Presbyterian Hospital in Dallas. The CDC said it
would release more details later Tuesday.
Texas Health
Presbyterian said in a statement late Monday that it had admitted a patient
into strict isolation "based on the patient’s symptoms and recent travel
history." It did not release further details, citing patient
confidentiality.
"The
patient is an adult with a recent history of travel to West Africa. The patient
developed symptoms days after returning to Texas from West Africa and was
admitted into isolation on Sunday at Texas Health Presbyterian Hospital in
Dallas," the state health department said in a statement.
"The Texas
Department of State Health Services is working with the CDC, the local health
department and the hospital to investigate the case and help prevent
transmission of the disease. The hospital has implemented infection control
measures to help ensure the safety of patients and staff."
CDC officials
have said that most standard hospital infection control measures should be
adequate to prevent the spread of the virus. Ebola is deadly but it's not
necessarily easy to catch. It doesn't travel by air but is transmitted by
direct contact with the bodily fluids of someone who has symptoms, such as
vomit, diarrhea or blood.

Obama, en
una entrevista con "60 minutos" CBS el domingo, una vez más descargó
la culpa de los problemas de su administración en otros. Esta vez
culpó a servicio de inteligencia exterior de la nación por supuestamente
subestimar el peligro del grupo terrorista conocido como ISIS. Como
recuerdan ISIS es el mismo grupo que Obama había comparado como un
equipo deportivo de segunda categoría y que dijo que no ofrecía peligro para
los Estados Unidos.
Pero las
agencias de inteligencia no se han quedado calladas y han reportados que Obama
había sido informado y advertido de la creciente tormenta que representaba
ISIS.
Claro que
CBS reportó esto en las noticias de la madrugada, donde sólo unos cuantos
desvelados se enteraron.
Pero
dados los hechos, el Presidente debe compartir la culpa. Sin embargo esto no se
comenta mucho, porque los medios de comunicación se ocupan de darle una vuelta
a la situación. Ahora dicen que la culpa es de todos, que todos se
equivocaron, de esa manera la culpa de Obama luce más disminuida.
Esta fue
la segunda bofetada que Obama le da a las agencias de inteligencia en
Estados Unidos en tantos meses. Dijo el Presidente en agosto, "Creo que
sin duda hay avance ese (ISIS), (su) movimiento durante los últimos meses ha
sido más rápido que las estimaciones de la inteligencia y creo que las
expectativas de las autoridades tanto dentro y fuera de Irak".
Todo el
mundo tiene la culpa menos Obama. No dijo nada de Bush esta vez, porque la
culpa de Bush es omnipresente en las noticias de la prensa complaciente, así
que no tiene mucho que preocuparse por repetir tanto sobre la culpa de Bush
como lo hacía al principio de su administración.
Pero el
registro muestra claras advertencias dadas en sesiones del Congreso en enero y
febrero (si no antes) sobre la creciente potencia de ISIS. Y agregó a un ex
alto funcionario del Pentágono para el The Daily Beast, "o el Presidente
no lee la inteligencia o él se va en imprecación” (una figura retórica que

Stephens tiene un escrito en el Wall Street Journal hoy que titula “Obama
tiene que llamar a Bush” Le dice a Obama que hable con su predecesor. Que
Bush le enseñará la contrición, la humildad y cosas como
bipartidismo real que puede utilizar para salvar su presidencia.
Claro que
Bret está usando la ironía, el sabe,como todos sabemos, que la arrogancia de
Obama no le permite tener esa conducta.
El
escrito es como uno de esos cuentecitos de fantasía de las Mil y una
Noche que le relataba Sherezade al Sultán Schahria.
Pero en
el cuentecito que es.un entretenimiento mental de Bret, éste nos
incluye unas verdades reales sobre la administración de Obama..
Nos dice
que Bill Clinton reveló, en una comparecencia conjunta con George W. Bush, que
el presidente número 43 solía llamarlo dos veces al año durante su turbulento
segundo mandato "sólo para hablar."
"Él
me pidió mi opinión, aunque la mitad del tiempo no estaba de acuerdo con
ella.
Pero me
sentí bien acerca de eso, pensé que era una cosa muy saludable.”, dijo Clinton.
Dice Bret
que si tal vez el presidente Obama también llama a Bush de vez en cuando, sólo
para hablar, un día iba a encontrar información que pudiera usar. Pero
sospecho que no, dice Bret. “Ningún presidente ha construido tan completamente
su administración con miras a hacer-y ser-lo contrario de su predecesor
"Sin
embargo, tener una larga conversación con Bush es lo que Obama tendría que
hacer si quiere hacer algo para salvar su presidencia"
Sería
un acto de contrición de seis años de burla vulgar y condescendencia inmadura
en la oficina de la presidencia.
También,
la humildad: para finalmente entender que la inteligencia está a menudo
equivocada, y eso no te hace un "mentiroso", lo que te hace un
mentiroso es ocultar las equivocaciones o echarle la culpa a otros.
Podría

buen tema para pensar en, porque esto es lo que los presidentes hacen cuando

across the world were inspired by Scotland’s energetic attempt at independence
from the United Kingdom earlier this month. Ron Paul, as it turns out, joined
them.
In
an essay on his eponymous institution’s website Sunday, the former U.S.
congressman from Texas wrote that any supporters of freedom should cheer secessionism because it
allows for smaller government—a constant mantra for the libertarian and
perennial presidential candidate, who didn’t previously
realize there were more than a handful of secessionist groups in the United
States.
“I
was real pleased with that, and a bit surprised,” Paul told National Journal.
“But then, on second thought, you think, ‘Why not? Why not more?’ ”
Fringe
groups calling for states and regions to secede from the U.S., such as the
Second Vermont Republic and the Alaskan Independence Party, gained more
publicity in the weeks leading up to the Scottish referendum. As the outsized
federal government continues to encroach on individual rights, Paul said, he
thinks there will be a groundswell of these movements.
“It’s
something that I think is going to grow, because the failure of the federal
government is going to get much worse,” he said. “When the bankruptcy evolves,
and maybe some of these pension funds are confiscated, and the wars never end,
and bankruptcy comes forth, people [will say], ‘Hey, we’re getting a bad deal
from this. Why don’t we leave?’ “
Political
Strategists Plot How Libertarians and Conservatives Can Unite to ‘Take Back the
White House’

Stafford,
the executive director of RAND PAC and a close adviser to Paul, sat on a panel
this past weekend at the Values Voter Summit in
Washington, D.C., a gathering of social conservatives.
Stafford
was there to sell Paul, the Kentucky Republican with a libertarian streak, as a potential 2016 presidential
candidate who can bridge the divide between conservatives and libertarians.
“If
we want to remove Democrats from the Senate and take back control of the White
House in 2016, these are two groups that have to finally make sure that the
overwhelming nature on which they agree ends up being the driving force and end
up being something that really can push the left out of their position of
power,” Stafford said. “Too often we don’t do as good a job as the left does in
uniting for a victory for those things that we do share by arguing about things
that we don’t.”
This
week, Paul will travel to North Carolina to appeal to libertarian-leaning
voters in a state with a hotly contested Senate
seat.
@SenRandPaul will stump
for Republican Senate candidate Thom Tillis in North Carolina this week.
Republicans
are worried that third-party candidate Sean Haugh, a libertarian running for
Senate in North Carolina, could siphon votes from Thom Tillis, the Republican
who is challenging Democratic incumbent Sen. Kay Hagan.
If
Republicans are to take control of the U.S. Senate, experts say, they will
likely have to overcome third-party candidates, many being libertarian, who
could play spoiler and take away votes.
The
best way to do that, Republican strategists say, is to project the similarities
of conservatives and libertarians, so as not to give voters a reason or
alternative to vote outside of the two major parties.
“All
of the tensions that social conservatives and libertarians have comes from the
perception that social issues are holding the Republican Party back,” saidMaggie
Gallagher, an author and conservative commentator. “But social
issues are being scapegoated. The Republicans [in 2012] had a poor economic
message.”

Stafford and other panelists from the event offer their opinions on how
conservatives and libertarians share similar values.

Government on the Brink of Disaster
The U.S. government and
the Fed pumped trillions of dollars of YOUR money into the banks and stock
market over the last several years, catapulting the U.S. debt to $28 trillion
by 2018. But now, the U.S. government and the Fed are completely out of ammo,
with the Fed no longer able to buy U.S. treasuries. They desperately need
money to maintain their own power, and taxes are not enough. So
government officials are doing everything they can to keep the Ponzi scheme
going, such as seizing the public’s money through inflation, deficits, and
outright confiscation.
The 4th Amendment under Siege
The 4th Amendment of the Constitution reads
clearly: “The right of the people to be secure in their persons, houses,
papers, and effects against unreasonable searches and seizures, shall not be
violated.” But according to the shocking Washington Post report, the 4th Amendment is under siege.
Unknown to most
citizens, police officers around the country received training and financial
support from the departments of Homeland Security and Justice to engage in the
practice of “highway interdiction” – which involves the police using minor
infractions as an excuse to stop citizens, request warrantless searches, and
seize cash. In most cases, no crime has been committed and the police
never make an arrest.
As part of highway
interdiction, the enforcers within the Executive Branch of the U.S. Government
– the police – have seized an enormous amount of money from innocent U.S.
citizens through a Justice Department program known as “Equitable
Sharing.” Equitable sharing, the federal government’s largest asset
forfeiture program, gives
the executive branch of government the authority to confiscate your money
without due process, even if you’ve committed no crime!
The Washington Post obtained
a database from the Justice Department containing details about 212,000
seizures through the Equitable Sharing Program, likely totaling in the hundreds of
millions of dollars or more. The
following are just a few of the horrifying cases exposed by the Washington
Post:
- Police confiscated $32,000 from a New York man
after stopping him because he had a cracked windshield
- Police confiscated $17,550 from a Virginia man
after stopping him because his car windows were tinted
- Police confiscated $13,000 from a North Carolina
man after stopping him for no offense whatsoever
- Police confiscated $2,400 from a Nevada man after
stopping him for no offense whatsoever
Gov’t Confiscation Goes Much Further
Government
confiscation of citizen wealth doesn’t stop with Equitable Sharing. As

5 Policies That Would Make Gas Cheaper

If you are, there’s good news: There
are policies Congress and the Obama administration could implement that likely
would lead to lower prices.
If you’re looking to lower gas prices,
first look at crude oil prices.
Crude
oil contributes the largest component to the price of gasoline. As of June
2014, crude prices made up 67 percent of the price of gas, with refining (14
percent), taxes (12 percent), and retailing and transportation (8 percent)
accounting for the rest, according to the U.S. Energy
Information Administration. The federal excise tax on gasoline is
18.4 cents per gallon and 24.4 cents per gallon on diesel fuel. States levy their own taxes,
ranging from a low of 12.4 cents per gallon in Alaska to more than 52.6 cents
per gallon in California. 
Because oil is a globally traded
commodity, different factors around the world affect supply and demand, which
in turn affects the price Americans pay at the gas pump. Growing demand for oil
in other parts of the world, especially in rapidly developing regions such as
India and China, put upward pressure on prices. Bad weather or geopolitical
risks can disrupt supply, increasing prices. For instance, severe weather can
shut down a pipeline or refinery, choking supply and driving prices higher.
Additional U.S. oil production can
significantly increase global spare capacity.
The most effective response to
variations in energy prices is simply to allow markets to work. Government
restrictions, regulations and attempts to force technologies into the market
impede the free market’s efficacy. To help American fuel consumers, Congress
and the administration should:
1. Lift the ban on crude oil exports. Removing government restrictions on
crude oil exports would decrease gas prices and grow the American economy by
creating more opportunities to produce and sell oil and a more efficient system
for refining it. A recent IHS study found that removing the ban would
lower gasoline prices by 8 cents per gallon, saving motorists $265 billion over
15 years and adding nearly 1 million jobs by 2018.
2. Lift the drilling bans and approve the Keystone XL pipeline. Congress should lift the ban on
exploration in the eastern Gulf of Mexico and the Atlantic and Pacific coasts
and should conduct more lease sales off Alaska’s coasts. Alaska’s Arctic
National Wildlife Refuge is another abundant source of oil, with an estimated
10.4 billion barrels of oil beneath a few thousand acres. Furthermore, if
President Barack Obama had approved the permit for the Keystone XL pipeline
when the State Department first concluded the pipeline was environmentally
safe, the U.S. would have begun importing up to 830,000 barrels of oil per day
from Canada to the Gulf Coast refineries as early as 2013. While predicting the
exact impact of increased imports of Canadian oil on gasoline prices is
difficult, increased domestic production would clearly have substantially
benefited the U.S. economy. According to Citi Global Perspectives &
Solutions, aggressive domestic production would yield significant economic
benefits and put downward pressure on prices.
3. Repeal the Renewable Fuel Standard (RFS). More commonly known as the ethanol
mandate, the RFS mandates that refineries blend increasing amounts of ethanol
into gasoline each year, reaching 36 billion gallons in 2022. The Congressional
Budget Office recently published a report showing the RFS will increase gas
prices by 13 cents to 26 cents per gallon as soon as 2017. Multiple federal
agency and government-backed studies demonstrate the RFS has harmed Americans,
driving up fuel and food prices.
4. Prohibit greenhouse gas and Tier 3 regulations. The Department of the Interior has
already suspended oil and gas leases because of their alleged impact on climate
change, and refineries are a coming target of the Environmental Protection
Agency. Its greenhouse gas regulations will block and increase the cost of
energy production, and producers will pass those costs on to consumers. Yet the
regulations will have no meaningful impact on the climate. The EPA also has
finalized Tier 3 gas regulations to lower the amount of sulfur in gasoline,
beginning in 2017. More stringent sulfur regulations could add 6 cents to 9
cents per gallon to the cost of manufacturing gasoline, and the EPA has
acknowledged the more stringent regulation will produce no measurable
improvement in air quality.
5. Repeal the Jones Act. Signed into law almost a century ago,
the Jones Act mandates that any goods shipped by water between two points in
the United States must be transported on a U.S.-built, U.S.-flagged vessel with
a crew that is at least 75 percent American. By preventing foreign competition,
the Jones Act significantly increases domestic maritime shipping prices,
driving up costs for American businesses and consumers. A February 2014
International Energy Agency report estimates that repealing the Jones Act
would reduce gasoline prices by 15 cents per gallon. The Jones Act creates an
unnecessary and expensive hurdle for shipping crude oil from coast to coast,
and Congress should repeal it.
High gas prices hurt consumers not
only at the pump but also by raising the cost of all goods and services that
depend on transportation. Higher prices mean families buy fewer goods and
services, slowing economic growth and job creation. Congress should allow the
market to determine prices by implementing free-market reforms to improve the
market’s ability to respond.
El Estado es "esencialmente"
ineficiente.
Afirmar que el Estado es
"esencialmente" ineficiente puede resultar una afirmación algo audaz
para muchos, pero solo se trata de una mera descripción bastante concordante
con lo que muestra el presente.
Es importante no caer en la trampa
que proponen los que se sienten a gusto equiparando la realidad con sus propias
utopías. No es razonable discutir intentando poner en un plano de igualdad, una
evidencia de la vida cotidiana con esa entelequia con la que sueñan los mismos
que dicen que el problema son los protagonistas de la historia y no la
estructura conceptual sobre la que se edifica cierta visión ilusoria.
Los defensores de la idea del Estado eficiente dicen que existen sobrados
ejemplos en la actualidad de naciones que han llevado adelante proyectos exitosos
que permiten dejar atrás las recurrentes críticas a las eternas deficiencias
que se describen con lujo de detalles.
Lo cierto es que esos países que parecen victoriosos en esta batalla por
conseguir esa fantasía, son buenos ejemplos gracias a un proceso de comparación
superficial con otros efectivamente peores como los que se conocen tan
frecuentemente en estas latitudes. Se trata, en todo caso, de una mirada
relativa, que elogia exageradamente desempeños considerados aceptables respecto
de otros claramente desafortunados.
Es solo una cuestión de matices, pero no de fondo. El Estado y la eficiencia
son conceptos absolutamente contrapuestos, definitivamente incompatibles, que
no tienen consonancia alguna. Tal vez para profundizar la discusión sea necesario
recordar que la eficiencia está directamente asociada a "conseguir un
propósito empleando los medios idóneos" y se debería partir desde allí si
se quiere analizar el asunto con seriedad y sin apasionamientos excesivos.
El Estado dispone habitualmente de administradores circunstanciales, simples
operadores del sistema, que en general son los que han superado ciertos
procedimientos de selección, que en el mejor de los casos son representantes
elegidos por el mandato popular en las democracias más desarrolladas, y en
otros ni siquiera bajo esa modalidad, sino bajo las reglas de esquemas mas
autoritarios y arbitrarios.
En todos los casos, los que toman decisiones son personas que administran un
patrimonio ajeno, bienes que son de todos los ciudadanos de una jurisdicción,
dineros de cada habitante local. A la hora de orientar esos recursos, aun
mediando la buena fe, la mejor de las intenciones y un espíritu saludable, se
cae inevitablemente en cierta injusticia.
No es que en el sector privado eso no pueda suceder. También allí se toman
determinaciones inadecuadas y se cometen errores, muchas veces groseros. La
diferencia pasa por quien paga los costos de esos desaciertos.
Cuando algo sale mal y están involucrados solo privados, pues se trata de
decisiones que se han tomado asumiendo la existencia de riesgos y los costos de
esas cuestiones las pagan solo los individuos involucrados.
Ahora cuando esas decisiones equivocadas se incurren en el ámbito estatal, los
disparates los pagan todos los ciudadanos. Eso significa que cada individuo
deberá trabajar más para que nuevamente le sean quitados más recursos ganados
con su esfuerzo vía más impuestos, endeudamiento o emisión monetaria.
Los criterios de eficiencia tienen que ver con ideas relacionadas a la austeridad,
al lucro y a la humana necesidad de solo gastar con la visión de
maximizar utilidades. Al menos así se razona en el medio privado, y hasta en el
estrictamente individual y familiar. No es que se trate de un mecanismo
infalible, de hecho no siempre sale bien, pero cuando alguien falla el que paga
los costos también es ese operador particular y no todos.
En el sector estatal, la austeridad es un concepto casi siempre ausente. A la
hora de elegir, de erogar y comprar, no necesariamente se tomarán decisiones
como en el sector privado. Se incurrirán probablemente en excesos, lujos
superfluos y privilegios que ni se justifican. A cambio de eso se obtendrá un
resultado de menor jerarquía, que insume más recursos de los necesarios, al
menos si se toma como referencia el criterio con el que se hubiera manejado una
inversión llevada adelante con dinero propio.
Al final del camino, la discusión conducente solo debería pasar por minimizar
los niveles de ineficiencia. Pero se debe asumir previamente esa ineficiencia
intrínseca del Estado, propia de su esencia, que forma parte de sus entrañas
más profundas y que no debe ser negada para poder operar adecuadamente. La
tarea pasa por atenuar el impacto de esos despilfarros, acotar lo improcedente
e incorporar cierta dosis de racionalidad.
No es que no exista forma alguna de lograr parcialmente resultados alentadores.
Pero algunos ingredientes son imprescindibles para conseguirlo. La
transparencia en el uso de los recursos, la publicación de los actos de
gobierno, la información abundante y al alcance de los ciudadanos, permite
disminuir el costado negativo de esta innegable realidad.
Los procesos abiertos de información, evitan parte de la corrupción estructural
y reducen la chance de que el funcionario de turno seleccione caminos con
absoluta discrecionalidad. Se debe trabajar mucho en esta cuestión, pero
resulta indispensable entender el problema con claridad y asumir
definitivamente que el Estado es esencialmente ineficiente.
