Social Security Cards up until the 1980s expressly
stated the number and
Card were not to be used for identification purposes. Since nearly everyone in the United States now has a number, it became convenient to use it anyway and the message, NOT FOR IDENTIFICATION was removed.
Franklin Roosevelt, a Democrat, introduced the Social
Security (FICA) Program. He promised:
1) That participation in the Program would be
completely voluntary,
No longer Voluntary
2) That the participants would only have to pay
1% of the first $1,400 of their annual
incomes into the Program,
Now 7.65%
On the first $90,000.
3) That the money the participants elected to put
into the Program would be deductible from
their income for tax purposes each year,
No longer tax deductible
4) That the money the participants put in went to the
Independent 'Trust Fund' rather than into the
General Operating Fund, and therefore, would
only be used to fund the Social Security
Retirement Program, and no other
Government program, and,
Under Johnson the money was moved to
The General Fund and spent.
5) That the annuity payments to the retirees would never be taxed
as income.

En el
momento en que redacto estas líneas finalizaron las sesiones de la convención
del Partido Republicano en Tampa, Florida, y se encuentra en plena ebullición
la convención del Partido Demócrata en Charlotte, Carolina del Norte. Ambos
acontecimientos marcan el inicio de la recta final de la que ha sido hasta
ahora una campaña política donde no se han tomado presos ni se ha dado cuartel
a los adversarios. Nunca antes en los 236 años de historia de esta nación
habían tenido lugar unas elecciones presidenciales marcadas con un mayor
contraste entre las candidaturas de ambos partidos.
Para
ponerlo en términos simples, los demócratas proponen un gobierno benefactor en
grado sumo a cambio de exigirle a los ciudadanos una obediencia rayana en la
abdicación de sus derechos constitucionales. Los republicanos, por otra parte,
proponen un gobierno más pequeño que proteja a los más vulnerables y, al mismo tiempo,
garantice las libertades y las oportunidades para que cada ciudadano alcance su
potencial de acuerdo con sus propios esfuerzos y capacidades. Los demócratas no
creen en la capacidad del individuo para triunfar por sí mismo y decidir su
destino. Los republicanos confían en la capacidad de los ciudadanos para
triunfar por sí mismos y ser dueños de sus destinos. Los demócratas quieren muchos vasallos
que los mantengan en el poder a cambio de prebendas y sinecuras. Los
republicanos crean las condiciones para el éxito de muchos hombres libres.
La opción no puede ser más clara.
Por
el momento, dirijo mi atención y la de ustedes a la recién finalizada
convención republicana de Tampa. En honor a la brevedad haré referencia
únicamente a los temas y los oradores que considero de más importancia y de
mayor impacto en la misión de transmitir el mensaje central de la convención: estimular la base del partido y atraer
a los independientes que se han desilusionado con la ineptitud y las diatribas
de Barack Obama. Romney lo describió con suma claridad cuando dijo:
"Me gustaría que el presidente Obama hubiera tenido éxito porque quiero
que América lo tenga, pero sus promesas han dado paso a la decepción y la
división".
La
cabalgata comenzó con las palabras emotivas y la sonrisa cautivadora de Ann
Romney, cuya misión consistió en ofrecer una visión íntima de un Mitt Romney
reacio a hablar de su vida personal. Sobre todo, humanizar al monstruo descrito por la
campaña demócrata como enemigo de las mujeres, causante de la muerte de una
mujer enferma de cáncer, delincuente en el pago de impuestos, depredador de
empresas y hasta abusador de perros. Por primera vez, millones de
norteamericanos pudieron ver a un Mitt Romney sin el filtro parcializado y
hasta venenoso de la campaña demócrata y de sus acólitos en la gran prensa de
izquierda. El auditorio aplaudió con delirio cuando Ann dijo: "No os puedo
decir lo que ocurrirá en los próximos cuatro años. Solo puedo estar aquí esta
noche como esposa, madre, abuela y americana para expresar este solemne
compromiso 'este hombre no fallara'. Este hombre no nos defraudará. Este hombre
levantará a América".
El
plato fuerte de la convención lo sirvió un Paul Ryan que, a la manera de un
resucitado Ronald Reagan, defiende con energía sus principios y ha puesto de
moda el conservadorismo en unos Estados Unidos asediados por una izquierda que
demoniza la dignidad del hombre y niega la santidad de Dios. Por eso es temido
y vilipendiado por una prensa de izquierda que se bate en retirada desesperada
ante el inminente peligro de que en el 2012 se repita la pateadura que
recibiera Obama en las elecciones parciales del 2010.
Fue
genial, heroico y esperanzador cuando afirmó: "No rehuiremos los asuntos difíciles. Lideraremos.
No gastaremos nuestros cuatro años echando la culpa a otros. Asumiremos
responsabilidades. No intentaremos reemplazar nuestros principios
fundacionales, los volveremos a aplicar". Ya era hora de que
alguien llamara a las cosas por su nombre. Lo hizo este hombre de 42 años que
es una de las nuevas voces del Partido Republicano y una de las estrellas que
brillan con luz redentora en el firmamento político norteamericano.
La
nota humorística de la convención fue proporcionada por una personalidad cuyos
atractivos trascienden ideologías y partidos. Clint Eastwood es una verdadera
reliquia del alma nacional norteamericana. Un hombre de pocas palabras y
acciones drásticas tanto en el mundo fantasmagórico del cine como en el de la
vida real. Desde los tiempos remotos de su alcaldía de Carmel, en contadas
ocasiones ha apoyado a candidatos o participado en campañas políticas. Por eso
su participación en la convención republicana y su apoyo entusiasta a Romney
denota la importancia que concede a esta contienda del 2012.
Con
pocas pero acertadas palabras sintetizó lo que debe ser la esencia y la
naturaleza de cualquier democracia:
"Nosotros somos los dueños de este país y los políticos son nuestros
empleados", dijo como un abuelo benévolo que aconseja a sus
nietos. Y a la manera de su alter ego Dirty
Harry, le asestó un golpe demoledor al aspirante a emperador:
"Cuando alguien no está haciendo su trabajo, es hora de despedirlo".
Los participantes en la convención lanzaron al unísono un alarido de
aprobación. Al día siguiente la prensa de izquierda desató toda su furia contra
el ídolo más admirado de Hollywood que tuvo la osadía de discrepar de la jauría
izquierdista de la meca del cine que ha donado millones de dólares a la campaña
de Obama.
La
responsabilidad de presentar oficialmente a Romney correspondió al carismático
senador floridano Marco Rubio, cuyo nombre figuró en una breve lista de
posibles candidatos a la vicepresidencia. Al igual que Paul Ryan y los
gobernadores estatales republicanos Chris Christie, Bob McDonald, Susana
Martínez, Bobby Jindal, Nikki Haley y Scott Walker, Rubio forma parte de la
élite de vanguardia del Partido Republicano en la próxima década. Este es su momento de convertir en
oportunidad lo que algunos podrían ver como un revés. La historia y
los números son categóricos en la confirmación de que el republicano que no
gane en la Florida no llega a la Casa Blanca. Marco es la llave para darle esa
victoria a Romney y esa victoria lograda con sus esfuerzos es la llave para una
futura aspiración de Rubio a la presidencia.
El
joven senador comenzó su discurso haciendo votos por la libertad de Cuba, la
patria de unos padres que supieron inculcar en el hijo sentimientos de
solidaridad con un pueblo olvidado por el resto del mundo. Con elocuencia y
emoción cautivó al público con sus referencias a Dios, a la familia y a la
realización del sueño americano para inmigrantes de todos los rincones del
globo, pero manteniendo saludable distancia del tema de la inmigración
mexicana, manejado con oportunismo y demagogia por la campaña de Obama. En
concordancia con su estilo moderado en la alusión a sus adversarios dijo:
"Nuestro problema con el presidente Obama no es que él sea una mala
persona....Nuestro problema es que él es un mal presidente".
Llegó
finalmente el turno al cuarto bate que botó la pelota por los 400 pies del
jardín central. Este Romney de 65 años de edad, con más de 30 años de éxitos
como empresario y 8 años de intensos debates en su prologada aspiración a la
presidencia, se mostró como un adversario formidable para Barack Obama. No hizo
despliegue de una emoción que parece esconder o no tener. Pero habló con
firmeza, con elocuencia, con dominio de los temas y, sobre todo, con la
distinción que debe poseer quien aspire a liderar la nación más poderosa y
próspera del planeta.
Y
eso es más que suficiente para derrotar a un presidente que deshonra su alta
magistratura apelando a la envidia y la división con propósitos meramente
reeleccionistas. A un diletante que nunca ha creado un empleo, devengado un
sueldo en la empresa privada, firmado cheques en una nómina o administrado un
presupuesto. No en balde el rotundo y deplorable fracaso de su presidencia.
Entrando
en el mensaje central de su campaña, Romney dijo: "Ahora es el momento de
restaurar a los Estados Unidos como una tierra de promisión" Como era de
esperar, puso especial énfasis en la revitalización de una economía estancada y
en lo que llamó la necesidad de crear "un montón de empleos".
Específicamente 12 millones de nuevos empleos en los cuatro años de su período
presidencial. Hizo entonces un giro que pareció dirigido a los conservadores
que le han acusado de tolerar insultos sin contestar a la virulenta campaña
demócrata. En tono entre jocoso y sarcástico se refirió a Obama diciendo:
"Sabes que algo anda mal con el trabajo que ha hecho como presidente
cuando tu mejor sentimiento fue cuando votaste por él".
Pero
el ataque más demoledor contra Obama dentro del discurso de Romney fue cuando
dijo: "El presidente prometió detener el ascenso de los mares y sanar el
planeta. Yo les prometo ayudarlos a ustedes y a sus familias". Marcado
contraste entre un empresario pragmático y el ideólogo recalcitrante que ha
llevado a esta nación al borde de un precipicio financiero y moral. Parodiando
a Shakespeare, "sobrevivir o no sobrevivir", es la pregunta que
debemos formularnos todos el próximo 6 de noviembre.

WASHINGTON (AP) — It's a fact
of life in Washington that what one party considers a principled stand, the
opposition considers pigheadedness. Compromise? That's the other guy's problem.
But when former President Bill
Clinton took the stage at the Democratic National Convention on Wednesday, he
portrayed President Barack Obama as a pragmatic compromiser who has been
stymied at every turn by Republicans. There was no mention of the role that the
president and the Democrats have played in grinding compromise to a halt on
some of the most important issues facing the country.
That was among the lines by
the former president and others Wednesday that either cherry-picked facts or
mischaracterized the opposition. A look at some of them:
CLINTON: "When times are
tough, constant conflict may be good politics but in the real world,
cooperation works better. ...Unfortunately, the faction that now dominates the
Republican Party doesn't see it that way. They think government is the enemy
and compromise is weakness. One of the main reasons America should re-elect
President Obama is that he is still committed to cooperation."
THE FACTS: From Clinton's
speech, voters would have no idea that the inflexibility of both parties is to
blame for much of the gridlock. Right from the beginning Obama brought in as
his first chief of staff Rahm Emmanuel, a man known for his getting his way,
not for getting along.
One of the more high-profile
examples of a deal that fell apart was the outline of a proposed "grand
bargain" budget agreement between Obama and House Speaker John Boehner in
2011.
The deal would have required
compromise from both sides. It slashed domestic spending more than most
Democrats wanted and would have raised some taxes, which most Republicans
oppose.
Boehner couldn't sell the plan
to tea party factions in the House or to other conservative activists. And
Obama found himself accused of going too far by some Democratic leaders. The
deal died before it ever even came up for a vote.
In another instance, Obama
appointed a bipartisan group, known as the Simpsons-Bowles Commission, to
recommend ways to fix major fiscal problems like Social Security and Medicare.
The commission issued its recommendations but fell three votes short of
formally endorsing them. And Obama mostly walked away from the report. He later
incorporated some of the less contentious proposals from the report into
legislation he supported.
But that ensured the tough
compromises would not get made.
The problem with compromising
in Washington is that there are few true moderates left in either party. The
notion that Republicans are the only ones standing in the way of compromise is
inaccurate.

CLINTON: Clinton suggested
that Obama's health care law is keeping health care costs in check.
"For the last two years,
health care spending has grown under 4 percent, for the first time in 50 years.
So, are we all better off because President Obama fought for it and passed it?
You bet we are."
THE FACTS: That's wishful
thinking at best. The nation's total health care tab has been growing at
historically low rates, but most experts attribute that to continued
uncertainty over the economy, not to Obama's health care law.
Two of the main cost-control
measures in Obama's law — a powerful board to keep Medicare spending manageable
and a tax on high cost health insurance plans — have yet to take effect.
Under the law, Medicare has
launched dozens of experiments aimed at providing quality care for lower cost,
but most of those are still in their infancy and measurable results have yet to
be obtained. Former administration officials say the law deserves at least part
of the credit for easing health care inflation, but even they acknowledge that
the lackluster economy is playing a major role.
Meanwhile, people insured
through the workplace by and large have seen little relief from rising premiums
and cost shifts. According to the nonpartisan Kaiser Family Foundation, the
average premium for job-based family coverage rose from $13,375 in 2009 when
Obama took office to $15,073 in 2011. During the same period, the average share
paid by employees rose from $3,515 to $4,129.
While those premium increases
cannot be blamed on the health care law — as Republicans try to do — neither
can Democrats claim credit for breaking the back of health care inflation.

CLINTON: "I know many
Americans are still angry and frustrated with the economy. ... I experienced
the same thing in 1994 and early 1995. Our policies were working but most
people didn't feel it yet. By 1996, the economy was roaring, halfway through
the longest peacetime expansion in American history."
THE FACTS: Clinton is counting
on voters to recall the 1990s wistfully and to cast a vote for Obama in hopes
of replicating those days in a second term. But Clinton leaves out the abrupt
downward turn the economy took near the end of his own second term and the role
his policies played in the setting the stage for the historic financial
meltdown of 2008.
While the economy and markets
experienced a record expansion for most of the rest of Clinton's two-term
presidency, at the start of 2000, there were troubling signs. Then-Federal
Reserve Chairman Alan Greenspan warned in February 2000 that "we are
entering a period of considerable turbulence in financial markets."
Sure enough, the tech-heavy
NASDAQ composite stock index and the Dow Jones industrial average both peaked
in March 2000. The bursting of the high-tech bubble dragged down the economy
and markets through the rest of the year. From September 2000 to January 2001
when Clinton left office, the NASDAQ dropped 46 percent. Even now, in 2012, the
NASDAQ has not returned to its 2000 peak. By March 2001, the economy toppled
into recession.
Also, as president, Clinton
supported the 1999 repeal of the Glass-Steagall Act, a law dating back to the
Great Depression that separated banking from high-risk financial speculation.
Robert Rubin, who had been Clinton's first treasury secretary, helped broker
the final deal on Capitol Hill that enabled the repeal legislation to pass.
Some financial historians say the repeal of the law paved the way for banks to
invest in risky investments like mortgage-backed securities and collateralized
debt obligations that played a role in the 2008 financial meltdown.

CLINTON: "Their campaign
pollster said, 'We're not going to let our campaign be dictated by fact checkers.'
Now that is true. I couldn't have said it better myself — I just hope you
remember that every time you see the ad."
THE FACTS: Clinton, who
famously finger-wagged a denial on national television about his sexual
relationship with intern Monica Lewinsky and was subsequently impeached in the
House on a perjury charge, has had his own uncomfortable moments over telling
the truth. "I did not have sexual relations with that woman, Miss
Lewinsky," Clinton told television viewers. Later, after he was forced to
testify to a grand jury, Clinton said his statements were "legally
accurate" but also allowed that he "misled people, including even my
wife."
