Florida, primer estado que prohíbe los "drones" en Estados Unidos

Miami (CNN Español) – Florida es el primer estado de
Estados Unidos que prohíbe el sobrevuelo de “drones” o aviones no tripulados en
su territorio. El gobernador Rick Scott promulgó la legislación este miércoles argumentando que así los residentes estarán protegidos de lo que califica como “vigilancia innecesaria”.
La ley require la aprobación de un juez antes de que las autoridades locales o estatales puedan utilizar un avión no tripulado sobre el estado. Hay algunas excepciones como por ejemplo en casos de “peligro inminente a vidas o propiedad” o cuando exista información creíble de parte del Departamento de Seguridad Interior que insinúe riesgo de un atentado terrorista.
Los legisladores estatales aprobaron el proyecto de ley por unanimidad a comienzos de año.
Tras su promulgación, el gobernador Rick Scott señaló que esta ley logra un equilibrio entre la seguridad y la privacidad.
El Departamento de Policía del condado de Miami-Dade y la oficina del Sheriff en el condado de Orange cuentan con dos de estos aviones cada uno.
Pero de acuerdo a Roy Rutland, de la policía de Miami-Dade, hasta este momento sus naves solo se habían utilizado en ejercicios de entrenamiento.
La controversia en torno a estos aviones ha ido en aumento, a medida que la tecnología se abarata y se vuelve más accesible. Uno de los aspectos que más preocupa es el de la protección de la privacidad de los ciudadanos, pero también el posible impacto de los “drones” en el tráfico aéreo.
La ley de la Florida cuenta con el respaldo de grupos como la Unión de Libertades Civiles (ACLU) y los republicanos más conservadores.
Según la ACLU otros estados están considerando una acción similar.

informe:
"Hace una semana, fui a Ohio
en el negocio y ver a mi padre. El martes, día 17, volví a casa. Si usted lee
los periódicos del 18 que puede haber visto una propaganda acerca de que un
vuelo de Air Tran fue cancelado desde Atlanta de Houston debido a un hombre que
se negó a bajar de su teléfono celular antes de despegar .. La historia era
sólo en Fox News. Eso no fue lo que realmente sucedió.
Yo estaba sentado en primera clase
a casa. Once hombres musulmanes llegaron en el avión en traje musulmán
completo. Dos de ellos se sentaron en primera clase y el resto se sentaron en
todo el avión, en clase turista, todo el camino hasta la parte de atrás. Cuando
el avión rodó fuera de la pista, las azafatas dieron el rollo de la seguridad
de que todos estamos tan familiarizados.
En ese momento, uno de los hombres
de la clase primera, tiene en su celular y llamó a uno de sus compañeros de
vuelta en autocar. Se procedió a hablar por teléfono en árabe en voz muy alta y
muy, muy agresiva. Esta actividad se llevó a la primera azafata de acción para
le dijo en repetidas ocasiones que el hombre que los teléfonos celulares no se
les permitía en ese momento. Él la ignoró como si no estuviera allí. El hombre
que contestó el teléfono de nuevo en la sección de entrenador, hizo lo mismo y
este sacó la segunda azafata. Más atrás en el avión, al mismo tiempo, dos
musulmanes más jóvenes, uno en la parte posterior de la nave, y una sentada
frente a él en la ventana, comenzó a mostrar imágenes de un video porno que
había grabado la noche anterior. Ellos eran muy fuertes al respecto.
La tercera azafata informó a los
dos hombres que estaban a no tener todos los dispositivos electrónicos en en
este momento. Uno de los hombres dijo: "cállate perro infiel!" La
azafata intentó tomar la videocámara y el musulmán empezó a gritar en la cara
en árabe. En ese preciso momento, todos los once de los hombres se levantaron y
empezaron a caminar por la cabina. Supongo que por el ruido, la tripulación de
vuelo debe haber decidido que había algo mal y cambió de dirección del avión

levanté y me dirigí hacia la parte trasera de primera clase cuando oí una voz
detrás de mí desde otro tejano dos veces mi tamaño, por ejemplo, "Me
dieron la espalda." Entonces me agarré el hombre, que había estado en el teléfono celular, por
el brazo y le dijo: "Usted se sentará en su asiento o te metan de este
avión!" Como "LED" lo que me rodea para tomar su asiento, el
texano le agarró por la parte de atrás de su cuello y la cintura y lo regresó a
su asiento. Entonces agarré el segundo hombre y le dijo: "Vas a hacer lo
mismo!" Él protestó en voz alta, pero mi adrenalina estaba fluyendo ahora
y que se iba a ir también. Tal como yo lo acompañé hacia adelante, el avión se
detuvo, las puertas se abrieron y tres agentes de la TSA y cuatro agentes de
policía entraron en la cabina. Yo y mi nuevo amigo de Texas dijeron que cese y
desista de ellos tenían la situación bajo control.
Yo estaba muy feliz de hacerlo, en
realidad. Todavía había una especie de conmoción en la parte de atrás, pero en
cuestión de momentos, los once hombres musulmanes fueron escoltados fuera del
avión. Los agentes de la TSA se había descargado el equipaje. Hablamos acerca
de la ocurrencia y estábamos en la incredulidad que había sucedido.
Entonces, de repente, la puerta se
abrió de nuevo y entró a los once hombres musulmanes! Piedra rostro, se volvió
a sentar ojos frontales y robótica, (la única manera en que puedo describirlo)

está pasando?
Me dijeron que me tome mi asiento.
Las líneas aéreas y la TSA fueron lo siento por el retraso y nos gustaría estar
en casa pronto. Le dije: "Me estoy poniendo de este avión". La
azafata con severidad me dijo que no podía permitir que me baje. Ahora estoy
muy enojado! Yo dije: "Yo soy un hombre adulto que compraron este billete,
cuyo tiempo es mío, con una familia en su casa, y yo voy por esa puerta, o voy
por esa puerta con ustedes bajo el brazo, pero estoy pasar por esa puerta!
"
Y entonces oí una voz detrás de mí
dijo: "Yo también!" Entonces todo el mundo detrás de nosotros empezó
a levantarse y decir la misma cosa. Dos minutos después, estaba caminando fuera
de ese plano donde me encontré con más agentes de la TSA, que me pidió que
escribiera una declaración sobre el incidente. Tuve cinco horas para matar en
este momento esperando el próximo vuelo a Houston, ¿por qué demonios no les doy
mi declaración. Debido a la cantidad de gente que se fuera de ese vuelo fue
cancelado. Se suponía que debía estar en Houston a las 18:00, pero finalmente

religion is just an excuse to create an army of fanatics.

Qur'an (2:207) - "And there is the type of man who gives his life to earn the pleasure of Allah..."
Qur'an (61:10-12) "O ye who believe! Shall I lead you to a bargain that will save you from a grievous Penalty? That ye believe in Allah and His Messenger, and that ye strive (your utmost) in the Cause of Allah, with your property and your persons: That will be best for you, if ye but knew! He will forgive you your sins, and admit you to Gardens beneath which Rivers flow, and to beautiful mansions in Gardens of Eternity: that is indeed the Supreme Achievement." This verse was given at the battle Uhud and uses the Arabic word, Jihad.
The dark-eyed virgins are mentioned in several places as well, including verses 44:54 and 52:20. For those who swing the other way, there are "perpetual youth" verse 6:17, otherwise known as "boys" verses 52:24 and 76:19.
Qur'an (17:33) "And
do not kill the soul which Allah has forbidden, except by right" An
important verse that is used by Shahid to not only justify their own deaths,
but that of other bystanders who might be believers as well. The end justifies
the means, with the goal being the defeat of the kafir and the establishment of
Islamic rule.
From the Hadith:
Bukhari (52:54) - The words
of Muhammad: "I would love to be martyred in Al1ah's Cause and then get
resurrected and then get martyred, and then get resurrected again and then get
martyred and then get resurrected again and then get martyred." This
is why modern-day Jihadists often say that they love death.
Muslim (20:4678) - During the
battle of Uhud, Muhammad was desperate to push men into battle. He promised
paradise for those who would martyr themselves, prompting a young man who was
eating dates to throw them away and rush to his death.
Muslim (20:4655) - A man asks
Muhammad "which of men is the best?" Muhammad replies that it is the
man who is always ready for battle and flies into it "seeking death at
places where it can be expected." (Tellingly perhaps, the next most
saintly man in Islam is the hermit who lives in isolation "sparing men
from his mischief.")
Muslim (20:4681) - "Surely,
the gates of Paradise are under the shadows of the swords." After
hearing Muhammad say that martyrdom leads to paradise, a young man pulls his
sword and breaks the sheath (indicating that he has no intention of returning)
then flings himself into battle until he is killed.
Muslim (20.4635) - "Nobody
who enters Paradise will (ever like to) return to this world even if he were
offered everything on the surface of the earth (as an inducement) except the
martyr who will desire to return to this world and be killed ten times for the
sake of the great honour that has been bestowed upon him."
America In Crisis, Part 1
It was one of those great moments in American sports. Maybe some of you remember a baseball player, the center fielder for the Chicago Cubs. The Cubs were playing the Dodgers on April 25 in 1976. During the fourth inning, William Thomas and his son ran out onto the field and attempted to set fire to the American flag. They doused it with lighter fluid, and their first match was blown out by the wind. That gave center fielder Rick Monday just enough time to sprint over and swipe the flag away and carry it to safety. It was a touching moment.
I will always remember what followed as a very proud moment for America. The scoreboard lights congratulated Rick Monday: “Rick Monday…you made a great play.” It was truly a ‘goose-bump’ moment. A whole stadium filled with patriotic Americans began to sing ‘God Bless America’.
Americans have proven throughout their history that times of difficulty bring unity, not division.
- On tax day (April 15th, 2013), Americans rallied to support the families of the innocent who were wounded or killed at the Boston marathon. We all shared the pain.
- I was only a second grader when my father picked me up at school; and as we traveled home, he told me of the assassination of John F. Kennedy. It was a devastating moment, but Americans came together in our moment of tragedy.
- I will never forget traveling south on 185 toward Baker High School in 1990 and watching our troops from Fort Benning head north in a convoy of buses that stretched for miles. The residents of Columbus lined every bridge from Macon Road to Fort Benning and waved yellow ribbons and cheered as we sent our young soldiers off to war. On that day, I was so proud to be an American.
- In 2001, I was teaching at Duluth High School in Atlanta, and a teacher came to my room and suggested I turn on the television. The terrorists had struck the twin towers in New York City. The flow of food, water, medical supplies, prayer, and sympathy into the streets of New York from all across this nation made me proud to be an American.
- In 2005, Hurricane Katrina affected 15 million as it decimated the city of New Orleans. Youth groups from across America traveled to the area to assist in the clean up and show their support for fellow Americans in trouble, and I was proud to be an American.
- Americans came together after school shootings in Columbine, Virginia Tech, and Sandy Hook. There is something very, very special about Americans.
Let me preface the rest of what I want to say with this: I love America.
- I love the Bill of Rights. There is no other document in history that so adequately defines the limits of government.
- I love the Statue of Liberty. She has always stood with open arms to welcome the oppressed to our shores.
- I love the Constitution because it ensures justice to the accused. It gives us a right to an attorney, a right to protect ourselves, and prohibits the government from invading the private space of our homes and offices.
That being said, it is with great sadness that I recognize that America is in deep trouble. Maybe George Carlin captured it well when he wrote:
“The paradox of our time in history is that we have taller buildings but shorter tempers, wider freeways, but narrower viewpoints.”
We spend more, but have less. We buy more, but enjoy less.
We have bigger houses, smaller families, and more conveniences, but less time.
We have more degrees but less sense, more knowledge but less judgment, more experts yet more problems, and more medicine but less wellness.
We have multiplied our possessions but reduced our values.
We talk too much, love too seldom, and hate too often.
We’ve learned how to make a living, but not a life. We’ve added years to life, not life to years!
We’ve done larger things but not better things.
We’ve cleaned up the air but polluted the soul.
We drink too much, smoke too much, spend too recklessly, laugh too little, drive too fast, get too angry, stay up too late, get up too tired, read too little, watch TV too much, and pray too seldom.
There is a verse in the Bible that summarizes America’s dilemma: “The wicked shall be turned into hell, and all the nations that forget God.” – Psalm 9:17

Los
hermanos Tsarnaev y sus familias recibieron durante años ayudas públicas del
estado de Massachusetts y de la ciudad de Cambridge para comer, estudiar y
cuidar de su descendencia. Cuando prepararon el atentado, Tamerlan era amo de
casa en paro y Dzhojar sobrevivía
vendiendo marihuana en su Universidad.El Estado pagó subsidios a Tamerlan, su mujer y su hija de tres años hasta el año pasado, según confirmó la oficina de Sanidad y Servicios Públicos de Massachusetts al 'Boston Herald', el diario que descubrió la historia. "Los padres de los Tsarnaev son antiguos receptores de las ayudas de asistencia transitoria y tanto Dzhojar como Tamerlan Tsarnaev recibieron subsidios a través de sus padres cuando eran más jóvenes", dijo el portavoz de la agencia, Alec Loftus.
El departamento no ha querido precisar cuánto cobraron exactamente y durante cuánto tiempo. Según los datos actualizados de este año del programa de ayudas, la asistencia para un hogar con tres personas como la que recibía Tamerlan y su familia está cerca de los 700 dólares (más de 500 euros) al mes.

And instead of closing the accounts, the federal government is paying $890,000 in fees for . . . nothing. Where does that $890,000 come from? Your taxes. It's time the government lived within its means. The Heritage Foundation has identified a long list of wasteful government spending, as well as unnecessary and duplicative programs that can be canceled. You’ve heard about or perhaps even experienced long delays at airports over the last few days. President Obama and his appointees at the Department of Transportation were blaming the delays on those dastardly “sequester” cuts from a couple of months ago.
They argued that cutting two cents out of every dollar of government spending meant they had no choice but to blindly furlough crucial air traffic controllers, leaving millions of Americans delayed and waiting in long lines at airports.
But that just isn’t the truth, and the American people knew it. Yesterday Americans for Prosperity activists gathered at Atlanta’s Hartsfield Airport and D.C.’s Reagan International Airport to call out President Obama for “playing politics with our planes.”
It’s great to see how quickly your activism made a difference! Late last night and early this morning Congress authorized the Department of Transportation to prioritize spending at the FAA and eliminate controller furloughs and needless delays. They didn’t spend one extra dollar, but just got a little smarter with how they allocated the money they were given.
Under a little scrutiny, the narrative from the White House, which claimed there was no way to avoid flight delays, collapsed like a house of cards. Just consider this the next time a friend or family member complains about the common sense sequester spending cuts:
- The FAA received more money this year than President Obama requested in his budget.
- The FAA bureaucracy now spends $500 million on middle men consultants. Instead of cutting non-essential consultants, President Obama chose to furlough air traffic controllers.
- A recent study by Bloomberg found that the FAA was actually overstaffed at many airports, and could easily handle the effects of the sequester without causing flight delays.
He’s trying to self-fulfill his own dire warnings of doom and gloom, rather than show leadership by managing the budget properly and shifting the sequester cuts to eliminate wasteful or non-essential spending. All of this was designed to force Republicans to end the sequester.
Yesterday the American people called Obama’s bluff. We know that the truth about the sequester cuts – they’re modest and absolutely necessary to rein-in government overspending and waste.
It’s important to be on the lookout for the next time President Obama tries to use federal agencies that are supposed to serve American citizens to instead punish them for demanding fiscal responsibility.

PS: Ever wonder how different the government is from a small business? Imagine a business having to cut 2% of its budget (which happens every day given the tough economic times). Would that business choose to cut funding for its core services? If it did, it’d be out of business pretty fast!
